Diwali Gift Bags 2026: Which Paper Bag to Buy for Your Shop

It's the second week of Diwali orders, the dry-fruit boxes are packed, and someone at the counter reaches for the old stack of shiny plastic carry bags. Stop right there.

The best Diwali gift bags for a Bengaluru shop this year are paper bags with flat handles, sized so your gift box sits flat on the base. They look festive, cost roughly ₹6.50 to ₹10.50 each at Packpe's pack prices, and keep you clear of Karnataka's plastic carry bag ban, which covers bags of any thickness.

Quick answer

  • Diwali falls on Sunday, 8 November 2026, so gift orders peak in the last two weeks of October and the first week of November (Confetti Gifts).
  • Karnataka's 2016 notification bans plastic carry bags "irrespective of thickness", and the state's definition of plastic includes non-woven polypropylene (Citizen Matters).
  • Flat handle paper bags are the safest all-rounder for gift boxes; square bottom bags without handles suit loose sweets, snacks and dry-fruit packets.
  • Pick the bag by its middle measurement (the gusset). It must be wider than the depth of your gift box.
  • A kraft tag and a sticker add about ₹1 to ₹2 per gift and do more for presentation than a fancier bag.

Why are Diwali gift bags a compliance question in Bengaluru this year?

Because the city's civic bodies are actively fining businesses for banned plastic, and festive rush is exactly when shortcuts happen. On 17 September 2026, the Bengaluru South City Corporation fined PVR INOX on Hosur Main Road ₹75,000 on the spot, including ₹25,000 for using banned single-use plastics (Business Today).

The corporation's commissioner said ward-level inspections would continue across malls, hotels and other bulk waste generators. A small boutique isn't a multiplex, but the rule it is checked against is the same.

There's also a gap between the rules and the shop counter. In June 2026, Deccan Herald reported that, nearly five years after the national single-use plastic ban was notified, implementation in Bengaluru remains weak (Deccan Herald). Weak enforcement is not the same as permission, and an inspector only needs one visit.

What exactly is banned for Diwali packaging?

Two layers of rules apply in Karnataka. The central rules, in force since 1 July 2022, banned items including "wrapping or packing films around sweet boxes, invitation cards, and cigarette packets" and "polystyrene (Thermocol) for decoration" (The Quint).

The central rules allow plastic carry bags of 120 microns and above. Karnataka goes further and bans plastic carry bags of every thickness, so the "thick plastic bag is fine" argument doesn't work here.

Which paper bag should you buy for Diwali gift boxes?

For boxed gifts, buy flat handle paper bags; for loose or pouch-packed items, buy square bottom bags. The handle decides how the customer carries it home, and the base decides whether your mithai box tilts.

A flat handle paper bag is a paper carry bag with a flat paper strip glued inside the top edge as a handle. A square bottom bag is a paper bag that opens into a flat rectangular base so it stands on its own, usually without handles.

Bag type (Packpe size) Approx. cost per bag Best for Watch out for
Brown flat handle, 18 x 12.5 x 20 cm ₹6.49 (₹3,245 for 500) Single chocolate boxes, diyas, candles, jewellery gifts Only a 12.5 cm gusset; too narrow for 1 kg sweet boxes
White flat handle, 29 x 15 x 29.5 cm ₹7.65 (₹1,912.50 for 250) Standard sweet and dry-fruit boxes, boutique gifts White shows smudges, so store packs closed
Brown retail paper bag, 30 x 12.5 x 40.75 cm ₹10.45 (₹2,612.50 for 250) Tall items, stacked boxes, clothing gifts Taller than most single boxes need
Brown square bottom, 24 x 12 x 36 cm (no handle) ₹4.29 (₹4,290 for 1,000) Namkeen, loose sweets, inner bag for hampers No handle, so not for carrying heavy gifts far

All prices are Packpe's current pack prices as of October 2026 and exclude GST. You can compare every size in our paper bags with handles collection.

How do you choose the right gift bag size?

Measure your gift box first, then match it to the bag's middle number. Packpe lists bag sizes as width x gusset x height, so in a 29 x 15 x 29.5 cm bag the gusset is 15 cm.

Here's the rule we give every shop: the box's depth should be at least 1 cm less than the gusset, and its height should finish a few centimetres below the top of the bag. That leaves room for the handles to close and for a tag to hang without being crushed.

The most common mistake

Buying bags by "small, medium, large" and finding out on 1 November that your sweet boxes don't fit. A box that sits on its side inside a bag shifts, the lid lifts, and the customer opens a box of broken kaju katli.

Fix it by ordering one pack or a free sample now, testing your actual box, and only then placing the bulk order.

How much do Diwali gift bags cost for a small business?

For most small shops, bag plus tag comes to under ₹9 per gift, which is usually well under 2% of a ₹500 gift's price. Here's how that adds up with real numbers.

Say you run a home-décor boutique in Jayanagar and expect 400 Diwali gift orders. Two packs of our white flat handle paper bags (29 x 15 x 29.5 cm) give you 500 bags for ₹3,825, about ₹7.65 a bag.

Add one pack of kraft gift tags (45 x 70 mm) at ₹1,055.10 for 1,000, about ₹1.06 a tag. That's ₹4,880.10 + GST for the lot, with 100 spare bags for walk-ins and the inevitable torn one.

Where the delivery charge changes the maths

Packpe's delivery is ₹399 for orders up to ₹3,999.99, ₹599 up to ₹5,999.99, and free above ₹10,000. If two neighbouring shops on the same street pool one order above ₹10,000, the delivery cost on that order drops to zero.

In Bengaluru, orders reach you the next working day, and the rest of Karnataka in 1 to 2 working days. Tamil Nadu, Kerala, Andhra Pradesh and Telangana take 3 to 4 working days, so order by the third week of October if you're outside Karnataka.

How do you make a plain paper bag look like a Diwali gift bag?

Add a tag, a sticker and a bit of colour inside; you don't need a printed bag to look festive. Small finishing touches cost a rupee or two and are what customers photograph.

Gifting buyers are paying attention to this. A 2026 corporate gifting trends piece from Chococraft says "Eco-friendly packaging and reusable boxes are no longer optional but expected" (Chococraft). Paper bags with a handwritten kraft tag fit that expectation without the cost of custom printing.

A five-minute checklist before the rush

  1. Test-fit your largest and smallest gift box in the bag you plan to buy.
  2. Write tags in advance during quiet hours; thread them on the handle, not the box.
  3. Seal the top with a sticker like our round floral thank you stickers so nothing slides out.
  4. Keep a stack of handle-less square bottom bags for loose sweets and namkeen.
  5. Remove any leftover plastic carry bags and cling film from the counter so staff don't reach for them.

Are non-woven gift bags allowed in Karnataka?

Treat them with caution in Karnataka. Central rules allow non-woven plastic carry bags of 60 GSM and above, but Karnataka's own definition of plastic includes non-woven polypropylene, so the state's carry bag ban covers them as well (Citizen Matters).

If you sell gifts in Tamil Nadu, Kerala, Andhra Pradesh or Telangana, the state rules there are different, so check with your local body before you stock up. For Bengaluru counters, paper is the simpler choice. Our earlier guide to Bengaluru's plastic packaging rules covers the wider picture for food businesses.

Frequently asked questions

What size paper bag fits a 1 kg sweet box?

It depends on the box, so measure it rather than trusting the label. Check the box's depth against the bag's middle measurement, the gusset. If the box is about 13 to 14 cm deep, a bag with a 15 cm gusset, like our 29 x 15 x 29.5 cm flat handle bag, is the usual fit.

Are paper gift bags strong enough for heavy Diwali hampers?

For boxes of sweets, dry fruits or candles, a flat handle paper bag does the job well. For very heavy hampers with glass jars or bottles, carry the hamper in a corrugated box instead, or ask the customer to hold the base. Never overfill a bag past its height.

Is it legal to use plastic gift bags in Bengaluru?

No, not for carry bags. Karnataka's 2016 notification bans plastic carry bags irrespective of thickness, and civic bodies in Bengaluru are fining businesses for banned plastics. In September 2026, one cinema outlet paid ₹25,000 for single-use plastic alone, as part of a larger on-the-spot penalty.

White or brown paper bags for Diwali?

Brown kraft looks natural and hides marks from busy counters, so it suits sweets and dry fruits. White looks cleaner and more premium for boutiques, jewellery and clothing. Either way, a coloured tag or sticker does most of the festive work, so pick the colour that matches your shop.

How early should I order Diwali packaging?

With Diwali on 8 November 2026, order in the third or fourth week of October at the latest. Bengaluru deliveries arrive the next working day, but popular sizes can run low in festive weeks. Ordering a sample first avoids buying the wrong size in bulk.

Can I get my logo printed on Diwali gift bags?

Yes, Packpe offers custom printing on bulk orders. Printed runs take longer than stock bags, so for this Diwali a plain bag with a branded sticker or tag is the faster route. Share your quantity and artwork through the bulk inquiry page for a quote.
